Announcement: New comments policy

Hi, everyone, please be aware of the new comments policy. This articulates current practice and adds a few additional things on the basis of recent experiences.

I don’t anticipate this will be a problem for regular commentators but all of the bloggers have had some problems lately and with a wave of new fans headed our direction again, I don’t need any additional aggravation.
